Ship component: Maintenance Module

I've found about fifty of these, when digging up a ruined city. What's it good for?

Does it just carry extra maintenance supplies for your ship, or can it be used to build Tenders that can overhaul other ships out in the boon-docks of your empire?

EDIT: this is NOT a "Maintenance Storage Bay"... I've shipped some of them to another world, and those two items are seperate entries in my Stockpile list. Both are listed as ship components, though.

Each maintenance module acts as a maintenance facility.
They can be put in PDCs and ships.
Ships need to be over a cololy to work
They need minerals in the colony to work (just like maintenance facilities use up minerals while working)
They do not need population to work  --> ideal to form a forward bases
