What minerals are Maintenance Supply Points made of?

Complement to nuclearslurpee info, if you don't remember, you can off and on the maintenance facilities on a planet and check the planned minerals expense variations.

Yes, that would explain indeed, I'm producing fighters (or more like Shuttles/Pinnaces) and they have an officer (the Melisande Pinnace is a 500-ton craft with 2 sensors and 17 crews).

If I name one manually, will he stick, as some officers do when you name them by hand?

Now I'm wondering... with the Imperium occupied by clearing out Necron encampments and now the presence of the T'au (yet to come: Tyranids, Chaos), it seems increasingly likely that the Jotun will stick around for a while as they're too difficult to dislodge yet not a threat to anyone.

Which brings to mind a question: how do the minor NPRs handle the eventuality of running out of resources? With a normal NPR there is always the possibility of expanding to other systems to fuel the war machines, but a minor NPR lacks that option and so would eventually run out. I know NPR ships are, for uhhh reasons, not limited by a lack of fuel or MSP, but the AI pretends that it is and tries to refuel, resupply, etc. those ships - I imagine that drive could cause some difficulties if the minor race is defending their entry JP after 100 years and the refueling AI starts to override the "defend in place" AI.

The NPRs do consume fuel and have to produce it. They just don't suffer any penalty for being out of fuel except the overriding priority to refuel, so they will run out eventually.

Maybe I should modify minor races so that at some point they do develop jump capability, but not for several decades after creation.

This is not a bug, this is how automated assignments work. The command module jobs like XO are usually considered to be lower-priority than ship commands, so when a new ship command opens up (from construction, deaths, etc.) it is likely that an officer assigned to a subcommand job like XO will be reassigned to a ship command role.

One common cause here is if you are building a large number of fighters which do NOT have the "No Officers" checkbox ticked in the class design window. Fighters tend to be built frequently and take your low-ranking officers out of subcommand positions so they can command the fighter - I usually don't let officers command fighters because of this (and because having a LCDR in charge of, like, three guys seems a little silly to me).

My only EXO post in my playthrough is constantly being replaced, position lasts between 5 days and 60 (when things are calm!).

1 MSP = 0.1 duranium + 0.1 gallicite + 0.05 uridium (0.25 total minerals)

Worked for me with aurora 2. 5. 1 and proton - experimental. 
The layout/colours i fixed with the DeepBlueTheme mod

Did have an issue with the known decimal notation bug for some regional settings.  (research, construction, etc values where multiplied by 100 on newly created games)
Got it to work for my by adding "HOST_LC_ALL=C %command%" as a launch option.
