Help with Refuelling

I cannot make my tankers refuel my fleets completely. There are no standing orders or conditional orders set for fleet or tanker. The fleets are stationary. The tanker has the tanker box checked in the design window and has a refuelling system, design shown below. I have tried "join & refuel target fleet" and "refuel from own tankers"  all with no joy. I find the best I have achieved is only one ship in the fleet is refuelled, not all of them and fuel is only taken from one tanker. Do the recipient ships need a refuelling system? I wonder whether the refuelling task is time limited in some way? If the latter its not fit for purpose! What am I doing wrong

select the ship in the naval organization tab, see if its marked to refuel own fleet

The fleet is ordered to refuel from own tankers and it shows in the fleet history. Could the problem be with refuelling priority?

There seems to be some problems with refuelling from multiple tankers at the same time.  I've seen reports of ships ending up with negative fuel.  If refuelling priority fixes it that would help some people.

Yeah, I found a repeatable way to trigger the negative fuel glitch and put it in the bug thread, but it seems to have been missed. Which is unfortunate.

The refuelling process appears limited to only 6 hours for no apparent reason

I had a problem with refueling till I put the minimum fuel amount way down on the class screen.

My tanker minimum amount is 70,500 litres and their capacity is in excess of 20 million litres.

I have had problems trying to get tankers to refuel other tankers (basically, they won't refuel each other). Is the ship you are trying to refuel also a tanker?

No there are tankers with the fleet but they were all at 97% full.

Edit: Using Refuel from stationary tankers I got the fleet to refuel.
