Missing fleet commands?

In VB6 aurora there were a few of commands I miss a lot:

1) Two fleets in the same location could exchange ships

2) Once you split a fleet you could order it to recombine.

3) You could pass orders to detached ships of the fleet, is this Sub-fleets?

They may be there and I am to dense to find them.  So if any one knows where they are could they please tell me?

You can drag and drop ships between fleets if they're in the same place. To move multiples, ctrl-click them all before moving, and you can drag them all at once.

Likewise, you can drag fleets between commands.
