Unfortunately, this is going to be quite short.

Setting up an NPR that you end up running yourself is done exactly like setting up a player race - in fact, it really is setting up a second player race.  That's not a bad thing, as by restricting oneself to the currently-selected race's view, maps, and events window you gain a completely different perspective on things, as ships, star systems, planets, alien races, etc. are all referred to by the viewing race's chosen names.  It's quite possible to encounter the other Player Race's ships and not realize you're playing two sides of the same conflict at the same time.

Setting up an NPR that the computer is going to run is done almost exactly the same as setting up a player race - at first.  The initial race selection screen allows you to choose the empire name, government type, species,species name,empire theme, commander theme,  homeworld name, conventional vs TN, etc. settings for the race, after which you check the 'Create as computer-controlled empire (NPR)' checkbox and hit the 'Create Empire' button.  At this point, the computer takes over and you're done.  The downside is you never get to 'run' the race, and it won't end up exactly the way you want it.

Taking an already set-up race and placing it under computer control is not possible at the moment - too much of the code that actually runs the NPR AI would break - but it's on Steve's list for future development.  Turning an existing NPR into a player race can be done, but it's a one-way conversion.  Still, it's a nice way to represent an alliance that has become so firm it's practically one polity.  (Or for the more bloody-minded, a conquest so thoroughly subjugated that they are now and forever more will be an enslaved part of your Empire.)

So, suppose I wanted to set up 3 NPR's on Earth alongside myself, or one on Mars and one on Venus for the start of a game not unlike the setup in Steve's Trans Newtonian Campaign here. What are the basic steps I would go through to set this up?

I'm not sure when and where you're indicating that you initiate creating the race as an NPR race. The options prior to selecing 'Create Game' don't seem to be it.

Actually I've answered this myself. The first step was fixing a .dll problem :)

So for others:

1.Create a game with your empire set up the way you want it and get to the stage where you're actually all set to start assigning your specialists and giving other orders.
2. Enable SpaceMaster mode (Ctrl+S)
3. Press F9 with the main menu bar active, or just select System Summary (an unlikely place for these commands if you ask me)
4. Now you can select your home planet and press the Create Race button which pops up the details for making a new race. Remember to check the "Start race as NPR" checkbox because I don't think there's any way to fix it if you dont.
5. When you're through, toggle SpaceMaster mode back off (Ctrl+O)

With this you can set up a non-cooperative homeworld to conquer before seeing the rest of the galaxy. You can also place ruins on specific planets and give other planets atmospheres so that you could place aliens or humans there. Lots of freedom at that point.

I'd suggest to Steve that all SpaceMaster commands could go under a central UI for such things. It would be much more intuitive this way

Ok I dont see the "Start race as a NPR" box on the race creation screen when I create a race as you described from the F9 screen on Earth. I'm using version 4.77 if that helps.

I thought I was going nuts, but I had to upgrade to 4.9 from 4.77 before that feature showed up. Thanks Father Tim.

Must the planet be habitable or meet certain criteria to place an npr on it. For example. I want to create a comp controlled NPR on Titan...can I do that? (I don't have 4.9 yet so can't try.

Titan has methane in the atmosphere so you could create a methane-breathing race instead of one breathing oxygen. Or you could use SM mode to completely change the atmosphere to make it oxy-nitrogen.
