Background
In the mid-nineteenth century, a benevolent alien race known as the Quaesum visited the solar system as part of their centuries-long nomadic journey through the galaxy. As the aliens had determined that the most advanced of the many nation states on Earth was Great Britain, that became their target for first contact. The landing of a 500-ton alien shuttlecraft in London's Hyde Park could have caused considerable panic. Fortunately, it landed not far from the Crystal Palace that housed the Great Exhibition and Londoners cheered as they thought the ship was part of the Exhibition. Scientists were quietly summoned from the Royal Society and peaceful contact was established. This was made much easier by the fact the aliens had already learned English during their covert study of the planet.

The alien culture was peaceful and emphasised the sharing of knowledge, so during their voyage they had already passed on the fundamentals of Trans-Newtonian physics to several intelligent, but planet-bound races. Before they departed, they encouraged the British to pass on their new knowledge to everyone on Earth. The prime minister assured the Quaesum that their knowledge would be put to good use and waved the aliens goodbye.

The industrialization of the Empire proceeded far more rapidly than before and soon began to adopt Trans-Newtonian technology. The other nations of the world were aware of the visit, but did not realise just how much information had been transferred. The British shared knowledge in several fields, such as medicine and agriculture, and the rest of the world was extremely grateful for the British generosity. However, the industrial and military-related technologies remained a state secret. By the time the other nations realised what was happening, it was too late. By 1870 Great Britain was using tanks and jet aircraft to expand the Empire. In 1876 the British Empire sent a man to the Moon. Although other nations tried to replicate the British technological advances, the Empire had established too great a lead, both economically and militarily. It was only a matter of time before the British Empire dominated the globe.

As the Empire expanded its territory and researched new technologies, British astronomers were able to observe the other planets in the solar system much more closely. What they found was deeply concerning. Humans were not the only sentient species in the solar system. Four other worlds, Venus, Mars, Ganymede and Titan, were home to alien races and there were signs of intense industrial activity, including the building of orbital shipyards. It was apparent that the Quaesum had made other stops on their voyage through the solar system.

Trans-Newtonian technology allowed communication between the worlds of the solar system, so contacts were made between all of the races. Each race was suspicious of the others and it took some time for communications to be established. Even so, each race was also determined to avoid a war that would weaken it as such a critical time and was therefore wary of giving the other races an excuse to combine forces against it. The result of the mutual desire to avoid conflict was a British-led agreement that no race would send ships beyond its own orbital space until an agreed time, which in human terms was the 1st of January, 1889. Furthermore, there would be a non-aggression pact between all five races for a length of time equal to ten Earth years.

Mars is a hot, dry desert planet with small seas covering 25% of its surface. A network of canals, ranging from Great Canals over a kilometre in width to minor canals with a width of ten or twenty meters, transport water from the seas and the polar ice caps to the cities. The gravity is 0.7G while the atmosphere is 0.67 atm and comprises 82% Nitrogen, 18% Oxygen (0.12 atm). Surface temperate is 20C. The inhabitants of Mars are tall and slender humanoids with pale blue skins, sharp features and elongated, pointed ears. The Martian Empire has 800m Pop and 200k Research Points. Research modifier 1.2.

Venus is a hot, wet world with dense jungles and a surface temperature of 38C. Oceans cover 60% of its surface. The atmosphere is 1.78 atm and comprises 84% Nitrogen and 16% Oxygen (0.28 atm). The surface is covered by a wide variety of fauna and flora, including some truly terrifying predators, but the dominant species is a race of intelligent bipedal reptilians with a crocodile-like head on a long neck. The Venusian Khanate has 1200m pop and 160k research points.

Ganymede is a world of great oceans and endless plains. Water covers eighty percent of the surface, while the land is mostly prairie with low rolling hills. The atmosphere has 0.6 atm of nitrogen and 0.2 atm of oxygen, while the surface temperature is 11C. The Jovian Federation is a race of humanoid amphibians with large grey eyes, leathery skin and a ridge of small horns down their neck and spine.  The Jovian population is 1000m, with 160k research points and a density modifier of 1.25.

Titan is a bitterly cold world of snow-covered mountains and alpine forests, with an average surface temperature of -43C. Frozen oceans cover half the surface. The atmosphere of 1.11 atm is the closest to Earth, with 21% oxygen and 79% nitrogen. The dominant species appears to be a combination of a bear, a porcupine and a shark. Their muscular bodies are covered in fur, except for the head, which is leathery and shark-like, and the neck and upper back, which are covered in sharp quills. The Hegemony of Titan has a population of 1000m, with 160k research points and a production bonus of 1.2.

On January 1st 1889, the Earth has a population of 1000m, with 160k research points.

Three Parsons P400 Triple Expansion Stardrives, based on improved nuclear pulse technology, take up forty percent of the hull space and provide the motive power. The main armament comprises four eight-inch Ultraviolet Lasers, supported by a secondary armament of six quick-firing 12cm QF Ultraviolet Lasers and a tertiary armament of six 10cm QF Railguns. The sensor suite is among the most capable in the Royal Navy.

The Edgar class Protected Cruiser is a half size version of the Majestic, intended for lower priority deployments or for showing the flag where a battleship is not required. The main armament is a pair of 6” C3 Ultraviolet Lasers, while the secondary and tertiary armament comprises half that of the Majestics. The Edgars also have a less capable sensor suite and reduced armour protection.

The Astraea class Second Class Cruiser is a dedicated escort vessel and would not normally be deployed alone. The six 4” QF Railguns would be deadly in close combat but are primarily intended to defend against alien warships armed with torpedoes.

The Medea is a second class cruiser designed to provide jump support to other cruisers of similar size. The armour is lighter than the Apollo or the Astraea and sensors are minimal. However, the Medea is not intended to operate alone and is capable of contributing to combat operations with its armament of two quick-firing 5” Ultraviolet Lasers.

The Pelorus class Survey Cruiser is the second-largest military-engined design in the Royal Navy. Even so, it lacks any weapons and the armour is minimal. The Pelorus is dedicated to long-range surveying operations, both gravitational and geological. Two separate designs were considered, but the convenience of having both capabilities was deemed to be more important.
