I just noticed a promotion event:

"Lieutenant Commander John Thomas has been promoted to Commander".

So I looked at the personality traits:

"Arrogant, Callous, Punctual, Unkempt" - in other words, a real John Thomas :)

Are we _sure_ that Steve isn't seeding some of these officer results? :)

Interestingly, he was actually flagged as an outstanding officer when commisioned:
Crew Training Rating 200
Fleet Movement Initiative Rating 183
Survey Bonus 15%
Factory Production Bonus 10%
Mining Bonus 10%
Terraforming Bonus 25%
Intelligence Bonus 10%

For an overall promotion score of 1868.

I've had officers with no bonuses, barely any initiative and zero promotion score. Military training my bum!
