We are here to discuss the Issue's of the "Red Duncanite" threat posed to our nations.

the FSA proposes

1. Information exchange
2. all sides agree to build defensive measures to protect themselves and others from this threat, as still undetermined.

The FSA now offers the floor to any one that wishes to speak.

"How do we know they're a threat to take seriously anyway? All they have whatever they looted from the Ark. That's colony equipment, not ships and weapons. I think they're using the old strategy of trying to get us to overreact and spend more on "defense" than what tey could cause as damage."

Aleksis Klimov arrives as a late entry to the meeting (it is rumoured the original envoy from the RC suddenly decided to take a vacation in the eastern parts of the country).

"The Russian Confederation agrees with the NAU sentiment that we should not overreact on this. At the same time we will apply a policy of caution. If nothing else to make sure that any future ideas of space piracy by private ventures will not be allowed to take hold. We therefore agree to points the FSA propose which we see as as sensible precautions. We will share information we learn about this "threat" and we will also commission patrol craft as a deterrence for any aggression against RC or allied shipping."

The FSA wishes to issue the following information.

According to the questioning of our captive terrorists, and FSA engagements with our joint enemy.

1. Red Duncanites had two minelaying ships.  one of which has been eliminated by the FSA.  They do not have the capacity to build more mine laying ships.
2. They do have a secret base with a shipyard to build 1,000 ton or less ships.
3. The minelaying ship that was intercepted the FSA intel followed for some time to glean information.   It was returning back to it base which means the base is in the trailing Jovian trojan belt, or beyond Neptune in the area of survey markers 29-30.
4.  The FSA will be eliminating the trailing Jovians as a base site though "Operation Havok" which will scan them for any indications of a base.

How do we know this isn't a false flag? To get us to devote resources to anti-piracy while the FSA builds up their own fleets for the purposes of seizing our resources! The FSA does not represent Amer- I mean NAU interests and can't be trusted! I move to put observers on all FSA ships while they pursue their so called "anti-piracy" campaign! Furthermore I-

Senator Panopticon's mic was cut at this point and he was escorted out by the aids who had until now been frantically trying to get him to shut up, turns out he wasn't supposed to be there at all.

My name is Xian Grahams and until recently I was a part of an NAU black research project into relativistic interdiction and interplanetary bombardment.

Please settle down. The NAU has not and has never been interested in developing this sort of weapon, but we were never quite sure whether any of you would be. As we are all rational actors on the same stage it was only prudent to attempt to develop countermeasures.

My only proposal is that in the event that the planet Earth is bombarded from space, that we link together our planetary defense weapons and fire-control grids to defend our cities and people together.  We are an alliance of sane states and should formalize a mutual defense alliance if the time comes. Each missile headed towards any populated area should be intercepted as if it were heading towards one’s own cities or towns, with no chauvinism and no preference other than that towards humanity as a whole. You may stop listening now-the only things I have left to say are justifications and unimportant details.

I bring up this up now, because we must ensure the privacy of our individual national secrets.

I do not risk compromising my nation’s security by baldly stating that certain efforts have been made to completely negate a select set of possible Transnewtonian and Newtonian threats. However, the assumption was always made that, in the case of an extraterrestrial threat outside of our three nations, that we could depend on each other to form a mutual defense net. And, in the interest of honesty, I will declare that quiet approaches were made between your scientists and ours to see if it was possible to trade targeteering data without giving away military secrets.

We concluded that it was definitely possible, and urge you to confirm this for yours so that the business of mutual security can be gotten on with.
Time is precious. If a Transnewtonian missile strike comes in at severals tens of thousands of kilometers per second, as NAU research is aware of as a possibility, then any duplication in our respective Area Denial arrays could cost thousands of lives. The NAU’s scientific boards only tell us that independent interdiction might stop all incoming projectiles assuming that the FSA and the RC have taken the problem of planetary defense just as seriously as the NAU. If this assumption is deficient, this analyst would like to know now. If trouble comes it will have been too late to take countermeasures.

Xian Grahams returns to his chair.

The RC foreign relations department agrees with the need to face an extraterrestrial danger alone.

However, a plan must be estabilished in advance to avoid unnecessary "mistakes" in targeting, with nations protecting against threats to everybody, and not only themselves.

The FSA of course agrees with the mutual self defense concept, as we proposed the idea years ago and still feel that it is important.

FSA Intel (from interrogation) has learned that the Red Duncanites are secretly massing ships for a attack on Earth.  Please review your planetary defense plans.

How goes Havok? What locations have been narrowed down for the possible Red Duncanite base location?

No base in the trailing Jovians.

FSA survey craft were attacked near Wratislavia - defensive systems and speed were able to avoid any damage, but we left the sensor to be dealt with by Russian or NAU forces.
Our condolences to the Russian loss of craft, FSA is standing by for any rescue operation.

EU Ambassador to the UN

"The EU fleet stands ready for action - consists of nine gunboats."

Russian ambassadors are onsite, but are awaiting the conclusion of internal discussions before making any public statements. In the meantime, we are open to suggestions as to how we might deal with this situation.

Edit: as a side note, we may need to boost our diplomatic status within Aurora to allied so that we can use eachother's active sensor locks.

FSA military council is still discussing the issue - however we do see two major course of actions.

Send out our fleets to engage the terrorists at a distance, which will cause more damage to our fleets, but put earth and our shipyards at less risk.
Allow them to close in till we can obtain a lock on with our active sensors, at which point our land based missile systems could launch.

We are more inclined with the first one, and launch longer range earth defense systems as soon as our fleet sensor systems can detect them.   However we would much prefer that our fleet be joined by others so we are not forced to take the full load of earth defense.

Before we decide on any course of action, do we have positive confirmation that the approaching ships are indeed Red Duncaites?
If it comes to it, the Confederation Navy is prepared to commit our fighters to the mutual defense of Earth.

FSA can confirm that while some are unknown types, it is Run Duncanite ships.

NAU is currently internally discussing the situation and will soon give a statment here.

Do we have any communication going with the ships?

FSA - We have only confirmed that they are terrorist vessels by a quick transmission.   We have not made any other discussion with the ships.

EU - The EU is activating its gunboats for fleet action, due to the rotation all EU assets are inside Luna orbit.

If anyone has intel on the capabilities of the inbound ships, now is the time to share.

By our estimates, the pirate vessels will arrive at Earth in about 2 hours. At this stage we are able to commit a couple sensor fighters to provide active sensor lock and targeting solutions, as well as a wing of 5 beam fighters to escort the task force.

The FSA will be bringing sensor ships to the inbound ships.  once lock on has been achieved by our craft, ground based missile systems will engage.

Our patrol craft will engage if they continue to approach.   Lifeboat are on standby.

We are aware at least one class is armed with Plasma Cannons.

The EU will be bringing their gunboats to engage the ships at distance.     They are requesting other powers engage at distance, as they are unsure if the ships have missiles, and if so, our shipyards may be at risk.

The NAU will contribute two energy armed frigates which are currently in earth orbit. The rest of our navy has been recalled to earth, but is unfortunaly currently on missions to far away to arrive in time.

With as I see only beam armed vessels we need to coordinate our fleets well for an effective strike.
I would also suggest to send them an offer for negotiations, if only as a sign for the public that we see problems with ruthless space colonization and take down any public support these terrorists have.

Aleksis Klimov: I can only speak for my own country, but the terrorists have no public support in Russia.

EU announces that the last pirate ships have been eliminated.   They will pick up survivors and allow all to question the terrorists.

They also ask if anyone has a tugboat.

We thank the other space powers for a successful joint operation. Coordinating an international task force on short notice is never an easy task. Our condolences to the NAU (and possibly the EU?) for their losses.
