Is aurora limited in its CPU usage?

So I noticed this before, but kind of ignored it since i have gotten better at using the starting options to make my game more optimal.  When I run Aurora no matter what it does not run more than 50% cpu usage.  I have a dual core so I was wondering if maybe Aurora can only be run in one process string.  If someone with a quad core would like to check this out and see if it only runs at 25% that would be great.  I am just curious about why it does this.

Oh and before anyone asks I made sure Aurora is set to run on both processors.

Aurora is written in VB6 which was released roughly 1996.  Its not multi core aware.

That makes sense.
