Beam Fire Control Tracking Speed

I have increased the tracking speed for beam fire control and the rotational speed of turrets by 25% for v4.0

Could such game parameters be put in a table somewhere so people that wanted to experiment could tweak them?

If you have database access, I'd say yes.  In this case it appears to be a value from additional info 2.
