Can't assign a Commander to Fleet Command

Initially I was able to assign a Commander to Fleet Command and the other subordinate positions within fleet command were then filled.

But the original Fleet Command Commander went and died on me and now I can't get the new commander to assign properly - this is killed my fleet rraining, so is a serious issue for me and my fledgling empire -_-.

When I assign the fleet commander, it keeps saying unassigned under Fleet commander and the other subordinate positions are not being filled properly. Screenshot attached.

That 'Unassigned' is not an indication that you don't have a commander asigned,  it's supposed to trim the commander listings to those that aren't assigned.  That screen shot shows that Rear Admiral Baldwin is the assigned commander of Fleet HQ.
