What is the size limitation for small craft ECM?

I dont think its restricted, a 20kt ship can use 1. However they only go up to lvl5 as i recall rather than 10 of the compact and full size units.

There is no limit on ship sizes that can use the small craft ecm.  The limit is there in the higher cost to research and the lower level that can be researched.  You have to research a regular ecm that is twice as high as the small craft ecm to unlock it.  This does prevent it from being to powerful for the size.
