4.3.3.2 Planetary Generation

This falls under a number of subsections of 4.3.3.2

Currently Astra Imperia has three major characteristics for planets, Mineral Index, Organic Index and Max Population. Max Pop is derived from OI, along with a couple of other stats.

In the tech trees, there are 5 generations of Improvements with all three areas. Currently, the tech allows MI and OI to be increased by 1, and Max Pop by 1 step per level.

As Max Pop is partly based on OI, increasing the OI will increase the Max Pop.

I'd like to figure a way around this, without rewriting any formulae, or losing any of the tech.

For reference...
MI is based on the composition of the planet.
OI is based on Atmosphere, Composition, Temp and Size.
MP is based on Composition, and OI (Comp gives a base starting max pop).

I am thinking of using the Population Improvement tech to increase the growth (which is based on maximum population).

Any ideas, comments, suggestions?
