The point is that you can make cadre from low tech infantry before you develop the technology for producing the units you are looking for.  So it can help you speed the training of Construction Brigades or Assault Infantry.

Low-Tech Infantry Cadre can become Infantry / Garrison / Replacement battalions more quickly and cheaply than you could build one from scratch.

Low-Tech Armour Cadre can become Armour / Marine / Headquarters units more quickly and cheaply than building them from scratch.
