I found an enemy population on a planet, how do I nuke it? I tried using the command "launch missiles at" on the planet, but the missiles self-destruct because they have no target. My fleet works just fine against enemy ships, so i'm sure it's not a sensor issue and now it' orbiting the planet.

You should be able to target them just like enemy ships, if I remember how it works correctly.
