Some love for exotic weapons

There are some weapons that seem to have very limited use currently. While not all weapons should be equally useful, all should have some purpose

-The Plasma Carronade:
Shock Damage gave the Plasma Carronade some boost, but it still falls behind the laser. It has the base damage of a laser two focal sizes larger for the same tech level. Saving the research points for the Carronade gives you about a level in Laser tech, and a spinal mount adds another level, resulting in a longer ranged weapon with a much better armor penetration. True you can only mount one spinal per ship, but still the plasma carronade is of very limited use.
A very simple fix would be to reduce the HS requirement of the carronade, in analogy of age-of-sail carronades, which were lighter than smaller caliber regular guns, increasing damage per HS.

-Large Mesons/HPM
Both weapons have a fixed damage of 1, larger sizes simply increase range. The largest sizes even exceed BFC max ranges with anything but basic focusing tech, so there is no point in ever building them.
Mesons could get increased damage for larger sizes, or retain a high RoF to make them a viable option.
HPM could get a massive bonus against shields proportional to size, instead of a flat 3 damage.
