Spoilers:

How do I give the raiders more juice? I've tested multiple new games with 300% difficulty and research rate, 10b population, and 6 million starting tech points, but the database still shows that Raiders start with about 50k tech points, even as the Precursors start with ~200k and the Invaders at ~500k. In these tests, all three spoilers are set to 0 starting systems, and all are marked for generation. Both the Precursors and Invaders scale appropriately, but the Raiders do not. I have tried games with up to 1000% difficulty and research rate with the same 10b population, to no avail. Is there anything at all I can do in the setting up of a new game to make the Raiders late-game appropriate?
