A couple of changes based on observations and suggestions by Kurt.

For v3.2, I have added set delays for fleet orders. When you give an order, you can set an amount of time before the fleet executes that order. If you are using the Inexperienced Fleet Penalties option, the fleet will use the longer delay of the Order Delay and any delay due to inexperience. For example, if you set a 3600 second delay then it will definitely be 3600 seconds. If you set a 10 second delay for a fleet with low training, it might still take longer than 10 seconds.

The inexperienced fleet penalties for formation keeping have been reduced considerably. At the moment the maximum penalty is 100,000 km for a fleet with no training and no operations bonus from the parent task force. This makes any type of station-keeping impossible. In v3.2, any fleet with an average training level of 40% or more will have no formation keeping penalties and the max penalty will be 20,000 km for a fleet with no training. These won't apply at all if you are not using the  Inexperienced Fleet Penalties option.
