Specialized Game Setups

I'm trying to setup a game with 3 races. These races are all known to each other and have shared tech. They are all in full communication with each other.

I created all three using the SM Race. However, I'd like the starting map to be somewhat like this:

When I go to force the WP links to the systems, I get nothing in the drop list to select. I've got SM Mode on. Is there something I'm missing?

Okay... That's odd.

I clicked the Enter/Explore, got a new system, then hit Break Link and the droplist populated.

Okay

How am I supposed to force relations to full commo and the like? I can initiate, but then I need to wait on time to develop the commo.

I am not if you can force it.  I can't find any SM buttons along those lines. I probably should add one though.
