Hi guys. 
I play my game based on big beam ships and have little investments in missile technology (except warhead). 
So, here is my siege cruiser, designed to work in duo or trio without support fleet to move close to enemy PDCs and bomb them.

This design is classed as a Military Vessel for maintenance purposes


As you can see, i prefer self sustaining crafts without the need for large support fleet.   Also using just beam weapons and CIWS helps alot with ammunition problem :)

It's a bit pointless making a missile with a 13 billion kilometer range but only using a fire control with 32 million km range, also with only 200 km/s speed you shouldn't really have any range to your bomb because it'll take forever to get anywhere.
You'll also need an active sensor near your target 13 billion kilometers away.

It seems that you missed missiles name :)
Its a bomb that should be launched from orbit, so there is no need for better fire control and missile speed, it has so low speed coz of small engine (and thus very effective, that's why it has great range even with minimal fuel supply).   Almost all of its 20 size goes for warhead. 
The point of this ship is to move through heavy fire and drop this bombs from orbit so enemy will not be able to intercept them.  Missile speed is irrelevant in this case.

Are you using the absolutely maximum engine power multiplier and smallest amount of fuel possible?

It doesn't *have* to be fast for its job, but speed limits the maximum distance it can be fired without an interception chance. Maximum range outside the ability of its fire control is wasted.
Trading range for speed may not change much in practice, but it'd improve performance in edge cases that can actually happen without any disadvantage. Unless a slow lumbering bomb is a roleplaying concern that makes you happy.

I'd give up range and probably a tiny fraction of blastinating ability to make this speedy enough to to be usable against ships, at point-blank range.

I have also produced siege cruisers, but mine are armed primarily with mesons for two reasons.  First, the don't suffer from atmospheric attenuation.  Second, most PDCs have enough armor that they take an annoyingly long time to kill with normal weapons.  HPMs are also a good choice, as they tend to disable the PDC faster even than the mesons.

Another important feature is the D-1 decoys.  These are useful for soaking up the AMMs that certain races like to fire at you.  Move into range, and wait for them to stop firing.  Then pull the decoys into the hangar, wait 5 seconds, and deploy them again.  The missiles will lose lock, disappear, and then the whole cycle starts again.  Actually, if you have better ECM than they have ECCM, there will be points where they can fire only on the decoys, and not on the carrier.

If you intend for these ships to work together, and to have at least 3 of them for any significant fights, you might want to change the ciws systems for standard gauss cannon and fire control.  They are larger, so there will be fewer of them per ship, but with 3 ships you will have more total point defense available against any given salvo.  Also you can use the standard gauss cannon against enemy ships where the ciws system is purely defensive.
