Adding a patch for Compacting the database

Hello,

  Sorry for putting this here.   However, I still can't figure out how to get whatever DLL is need for compacting the
database and where to put it.  I am to understand that this compacting of the database should make some of the
functions go faster later in the game.  I hope.  Any help and suggestions is appreciated.

I've never used the compacted database, but if it makes the game run faster I'll give it a try, then again on this PC I seem to suffer a CPU bottleneck, compaction might make it worse.
Although I just tried and got the same error, I'm not sure which dll it would be, as far as I can find online active x controls are user created dll's therefore there's nothing specific I can find related to the error.
