As an adjunct to this, would it be possible to designate a body as "military" only? Thus preventing civs from going to it, but not military units.

In v3.2, Empires can set any individual system body where they do not have a population as banned (using the F9 window). As an example, this may be where a rival Empire has a colony or military outpost. These system bodies will be ignored by any military fleets using automated survey orders and 95% of the time they will be ignored by civilian fleets of the same race. As for the other 5% of the time, well the pesky civilians don't always obey orders.
