Indeed it is, but on the assumption that you are the OP a proper design challenge needs either a BP and or RP limit, since the gulf between a MaxTech and StartTech design are considerable. With Aurora Arena tools you can set up a game with everything under a certain RP limit researched OR you can have it so that the players have a limited amount of RP to spend, both methods mean you have ships that are comparable.
And just as a suggestion maybe give it a little bit of a flair IE something like.
"The Union High Command has commanded that a design competition for the new Xth generation of Space Battleships to be laid down next year, all designs are welcome as long as they meet the following criteria."

So again, we need specifics. How large are your solar systems? A Binary or tertiary system could be anywhere between 50 to 800 billion km, so in the latter, good luck trying to cover that much on sub-light because you wont.
We also do not know what that ship would be escorting but i will assume it is commercial ships, so somewhere between 900 and 1.5km/s. That means you would be better off with some endurance engines, meaning, between 80 and 90% total potency and maximum size, which for you would be 40 or 50 for a ship this size.
Now the bad news: a 7k ship wont be able to have all that and you only need ONE engine for this ship. This engine will be around 1/3 of your ship size because having ONE big engine is better than 3 smaller engines (Means you will get less crews, which in turn means less crew quarters and you will have more endurance because you will end up using less fuel, as the bigger a engine is, the better its efficiency with regards to fuel and you *will* need fuel endurance if you want it to escort anything anywhere in a solar system.)
As per size, you will maybe get away with 2 10cm energy cannons (in a turret) or 2 twin 10cm turrets. A Rail gun will be useless since your ship wont have the speed for it. Also, there is no Large Rail Gun, only standard to small size and they would suck for a ship like this.
Also, you could go CIWS for PD, but its better to have 2 Beam FC for those ships and use the weapons for both offensive and defensive fire. (In reality you will be using these for defensive. With that tonnage you wont survive offensive encounter and will need numbers to raise efficiency in convoy protection.) And because you dont have room for anything else, i would suggest to make some box launchers for 1.0 AMM missiles and maybe 12 size 6 or 8 ASM. I would go with 36 AMM and 12 ASM and if there is not enough space, reduce AMM to 24. Anything less than that you should get rid of the 12 ASM. And use pack tactics here, at least 4 of those ships instead of just one.
And thats the best that i can do given the circumstances and lack of information.

Comments:
- I interpret "stellar range" as the minimum range required to conduct defensive operations in the Sol system, which to me is 12.3 billion km - the furthest jump point can be 6b km from Sol, and the radius of Earth orbit where these would presumably be based is 150m km, making the longest possible distance to a defended jump point 6.15b km, and double that for the round trip.
- I consider "Ion Drive Tech" to mean any tech up to 10k RP, which is how much Ion Drive Technology costs. This includes Ceramic Composite Armour
- Since "sentinel beam" is not defined I use the 10cm railgun to take advantage of the very high speed possible with such a light armament. ECM and ECCM are mounted to add combat capability to make up for the light armament, the ECCM is intended for shooting at other ships as I wouldn't expect effective missiles with ECM at this tech level.
- 3 armour layers to resist internal damage from stray missiles up to strength 15. Being hit by any large number of missiles is certain death for such a small ship but being proof against a few stray hits is the best we can do.
- I've opted for a maintenance storage bay instead of a third engineering space or an auxiliary bridge, to repair the heavy railgun if it fails a few times in a longer combat. This means the maintenance life is somewhat deceptive
- 3 months deployment time should be enough to remain on-station without a recreational module or escort a slow convoy to a jump point.
- While three engines is probably excessive it does ensure the ship remains fairly capable even if one engine is knocked out (although with 205% boost losing an engine is a risky proposition anyways as it is likely to explode). This leaves the single boosted reactor as the main single point of failure, but some compromises must be made.
- The sensor is probably bigger than strictly needed but I didn't see any big need to scrape another 45 tons for any pressing needs, especially with the triple engine requirement meaning there isn't a lot of granularity in the propulsion system.
Overall I think it is well-optimized for the design specification, granted the specification is a bit nuts but that is the story of military history, tireless ship designers struggling to meet the needs of the political class. At nearly 1,500 BP this is quite an expensive ship for an escort which is perhaps its second-largest flaw after the very light weapons loadout. 3/5 of that cost is the engines, so in wartime I could see an "emergency build" refit with only ~100% boost engines to put more hulls into space even if they are not as effective. Nevertheless it will make a very shiny toy for the politicians in peacetime and isn't that what really matters the most, a nice photo-op for the campaign trail? (https://i.imgur.com/Z3wSg01.gif)

I personally like design challenges, but this does not make sense to me. Isn't the smallest cargo module larger than the maximum displacement of the ship? Most planetary infrastructure is 25000 tons, this means such a ship should be around maybe 40000 tons.
The total speed is too low as well. It is just twice the orbital velocity of Earth. I do not know whether such a ship could catch and land on mercury. I aim for speeds of at least 1000 km/s personally.
600000 liters of fuel on the other hand is quite a lot for a freighter. Running several dozens of those bind quite some fuel. Just think about the ranges you require 100b km or so is a good starting point. It depends on the size of your empire though,

I'm not sure what endurance for Ground Units is. Never the less, this can be only be completed with a Ultra-Heavy Vehicle with HQ, AA, AV, and HCAP or CAP. Not much to think about or much diversity. Do Titans fit the criteria?

Challenge :
You will give a the designation for a first generation vessel that will serve the backbone of the Thinkea Colective interests. The TCN or Thinkea Colective Navy wants a first generation exploration vessel that can survey an exploration for our homesystem . It would avise a 1483 ton vessel under the model designation of QL-MK1-GEN1 and it would serve as a staging ground for the TCEC or Thinkea Collective Exploration Command for exploration. The technology will use are EARLY TRANSNEWTONIAN TECH . Our mission for the inteted range is 4,50 AU or 673 million of km as Maximum or minimum of 1,3 AU or 194,48 million of km . This is the project SS Initiave or Stellar Survey Initiative . The name will be Vanguard as the name. This nomenclaure QL-MK1-GEN1 is the designation of the model .
