If I wanted to start a game as a nonhuman race, how would I go about doing that?

When the game starts up, and you are asked if you wish to create Sol, say No.

The game will then create a default "SM Race". Use the F9 (System View) screen to generate systems until you find one that is usable. Then select your target planet and "Create Empire" (I think that's the label).

One caveat when you do this, you are not guaranteed Jump Tech.
