Yes, the F2 window is the correct place. Deleting a Race (Empire) will not delete the species entries but it will delete populations of those species within that race. I have done quite a lot of work trying to ensure that everything is deleted correctly when you delete a race so it should work fine. Backup the DB though just in case.

I think you go to the races screen (ctrl-F2) - there should be a "delete this race" button.

Note that this might not be entirely accurate - it's from when races and empires were synonymous.  So you need to make sure it's "Empire of Man" that you're deleting and not "Human".  I'd definitely save the DB before trying :-)

Also note that, although in principle everything should get cleaned out appropriately, in practice there's a lot of interconnection within the DB and you might end up with some corruption due to too much or too little being deleted.

How do you play an RP campaign with multiple races if a few of them cease to exist?
