Having seen the virtue of having some decent TFT, I started to question myself on that: as all ships, even civilians have TFT, are civilians ships within a TG under combat slowing its reaction, by reducing average TFT? Should I train also my civilian tankers?
What about boarded fighters? I have non armed fighters used for various utility roles. Are they factored in the average TFT?
Is the average weighted by mass? My 30% trained carrier counting the same weight as a 125-tons pinnace?
So for now, I'm training everyone. It uses fuel though... So I would gladly like to have more precisions on TFT :)

The slowest to respond ship in a tg determines movement delay. Firing delay is on a per ship basis though.
Docked parasites don't matter.
If you are bringing tankers etc. with your battlefleet, consider creating a militarized tanker. It doesnt have to be military, but armor, CIWS, speed, and training is nice in a pinch. Personally, i usually prefer to extend ship range a little and/or create forward fuel dumps.

I have the Quiver class of ships that have extra fuel and missiles and they are designed like my DDs (co-build-able) for combat replenishment. My other support ships are not quite combat capable. I use a 70% engine that makes them fuel efficient and only requires 1 more engine then normal for a ship with about the same speed as my combat ships.
I do training for my support groups to 50% and for my battle groups to 100%. If you want your parasites trained is dependant on what you want them for but I don't mind having well trained EW/SAR pinnaces.
One trick is to create an OWP (orbital weapons platform) with a speed of 1 and hangers and assign your parasites to it for training.
Training of 50% is a minimum you want for combat...otherwise you can wait up to 60 s (an eternity at times in combat) for an order to be acknowledged.

Try attaching a slow, cheap, and very fuel efficient ship to a task group that's training. I use this little beauty to facilitate Fleet training. It's small enough that I was able to pack one into the craft complement of a battle group I sent on jump-point blockade duty.

The range is WAY excessive, but there was no smaller fuel tank to use.
