Title: Transfering Ships to other powers

Now that the Planetry Market is not functioning, is there any other way of transfering ships between player empires ... ie to simulate a nation selling obsolete ships to smaller powers ?

I believe on the special order in the task group menu there is a section where you can transfer the TG to a foreign power.
