I just discovered the V577 Monoceri system, which is a low-mass binary. Star A has one dwarf planet with .094 G of gravity and 2.0 cost. But it also has 108 asteroids. Of those 104 of them are colony cost 2.0. And #104 has .10G surface gravity, so it can retain atmosphere and be terraformed! 24M max pop and a terraforming rate of 99.3. I now have a nearly endless supply of places to dump extra finance centers (to tax smuggling income) and civilian administrators who have displeased me due to their incompetence or corruption.
