Ground unit clarification

A fully stocked division=21 battalions? Also can I assume ground units are able to survive on any world regardless of colony cost?

Yup, the Division HQ is battalion sized and holds four brigades, which are five battalions each.
You are correct, this makes construction brigades useful for setting up PDCs on uninhabitable bodies

Keep in mind that is 16 combat battalions, 4 brigade hq's, and 1 division hq.
