I am not sure. Its been a while since I played Starfire but I remember looking at how fast you could deploy the above using tractors so I don't see why you couldn't also do it with CHS.

I recall discussing this a LONG time ago (not sure if it was on the 3DG forum, the Starfire list or somewhere else). basically someone wanted to make the CHS useful (as frankly it is worth nothing in 3rdR)

One of the problems was that if you permitted that then the CHS systems then have to become military systems (they are one of the very few civilian systems), another was that tractors were smaller  and more efficient for the purpose (T is 2HS, 10MC, TL3,  CHS is 15HS, 100MC, TL1) and T can pass targeting data (for pods).

Basically it emerged that the REAL reason for the proposal was that someone wanted to gain the ability to deploy pods before they had developed tractors (CHS being a TL1 system).  The suggestion was canned
