It should probably be more of a V shaped curve, with some nominal size where the drive is relatively easy to design, then it goes up if you try to make a super tiny one, or if you try to make a super massive one.
I do agree that research cost should not scale up linearly though for larger sizes. It shouldn't be easy to make some massive drive, but it shouldnt be that hard either.
