Training ground units + transponder Q

On the first topic, I noticed that despite having training commanders, my GU don't train. Do I need a brigade HQ for that?

On the 2nd question, I would like the confirmation that if a ship has its transponder on, then it is always spotted by the enemy. If that's confirmed, then this is a pretty major feature that is probably missed by a lot of new (or not so new) players. Plus, the micro management of switching the transponder off any time you goes out in the unknown (or even in known territory) is a bother.

yes you need HQs to get morale increases

by default, only civilian shipping line ships should ever have active transponders.
