why would you use them on a terraforming ship?

They give you an (extremely large) place for 50,000 colonists to live at Col Cost 0.

So no, I wouldn't use them on Terraforming ships.  I wouldn't use them on any ships.  Moonbase Alpha, maybe, but never on a 'ship.'

The reason you might see someone doing so is that they let you build ships with planetary industry rather than shipyards.
