Commercial Jump ship

I have made a couple 20kt jump tugs (large 109k jump engine and fuel ships if needed).

My question:
Ship tonnage that is allowed to jump. . .  is it limited to the 20kt of the jump ship, or 109kt of the jump engine?
I have a 40kt salvage ship I am trying to transit and it is getting errors.

It is always the smaller of the hull size or jump engine. With the caveat that the JE cannot be bigger than the hull.
