Under the environment tab the bottom half covers new species creation. The new race will be generated and placed in a new population on the same planet, so no access to any industries.
I usually park an orbitable hab because when I develop my first GM race they can't survive on the HW anymore.

Just a head's up make sure you have either infrastructure for the population you wish to convert, or infrastructure for the converted population. Because it rare to have a 0 planet for both species, unless these are minor changes.
