Possible suggestion: (lightly) Color scheme them by their general areas, like green for civilian, Blue for military, yellow for diplomacy, etc. this would probably help new players a ton in understanding/remembering the functions of the buttons. Perhaps just a subtle color outline around the perimeter of the box?
If I were home I’d give it a shot myself, But I’m away from my computer for a few days.
Thanks for the praise! I'm open for changing them in whatever way makes the most sense, but for now I'm trying just to make a unified style. If it's deemed necessary, colors will come after. But I'll definitely keep it in mind!

When I finally get ahead of the bugs, I will look at how to import different icon schemes.
