Requirement to make an STO unit?

I'm trying to design an STO ground unit but STO weapons are not listed as a component when designing units. Is there a tech I need to have first?

Weapon Tech.  Simple ones are either Plasma or Gauss, then you can design the weapon, and put the weapon on the STO platform.

You also have to use Static Units it does not work with other types of ground units.

Does C# still have the "Beams don't work in atmosphere"-thing?

You also need active sensor and fire control tech.

ECCM can also help
