Civilian fuel harvesters

There are a few fuel harvesters controlled by shipping lines on Saturn.  Do you buy the fuel they harvest like you do with civilian mining complexes or do they just use up the sorium there to no benefit to me?  Thanks.

As far as I know, all civilian facilities generate taxes. Or if you want the minerals, you can pay for them with wealth.

Civilian fuel harvesters filling up does nothing either way.
Once they're full, they sell the excess and you get tax on that.
When you refuel from them, you pay for it.

They are in the taskforce list, and you can issue your ships orders to refuel from them. this costs money to do, otherwise they generate wealth in the form of tax revenue.  This is somewhat cumbersome though, they don't really carry a lot of fuel, so my large taskforces can't really refuel from them. I'd prefer an order "Buy all civ fuel in system/deliver it here to this planet".
