Turret design

Hi all, I'm obviously doing something silly, but cannot design a turret.  In the box below Race I assume I should choose a beam type, but I have no options.  I have the first couple of levels of both gauss and laser researched.  What I have I (not) done?

You need to design (or Prototype)  a beam weapon first to then mount in the turret.

of course, I need to design, not just have the beam technology.   Thank you
