Can ships be repaired in PDC hangars?

My impression with 7.1 is that it does in fact not work anymore. Can anyone clear this up?

The PDCs needs maintenance storage and hangars (and damage control?) to repair ships, and all that needs to happen is the ships sit in the hangar and over a period of time the ship will be prepared.
