SMing of shipyard retooling

Is there somewhere a way to SM shipyard retooling? Either assigning a class to shipyard via SM (instant retoooling) or instantly finishing the complex activity of a shipyard via SM (=its retooling in progress).

Delete and create the same as deleted. New SYs are always ready to instant retooling.
