RP bypass through turret(p) project?

so when you design a turret using a prototype weapon, you spend less RP overall as compared to the old way of doing it since you only spend for the turret design, as if the weapon has already been researched.

By design & WAI or a bug? if intended, what's the rationale? I tried searching and the only thing I could get was the changes list post about prototype w/o any mention about bypassing the rp cost of the weapon(p)

This would be a bug, I have seen this raised in the Bug thread and responded to advise I also experienced this.
