Here's what I went with.  2x size 4 engines set to 35% power so I could send them to another system without worrying about refueling.  And it has its own hull type since even though it is below 1000 tons it is decidedly not a FAC.  It's just there to keep the masses happy until I have the resources to make something that is good for more than pleasing the crowds.

By the time colony protection becomes an issue I usually have some fighter factories and maintenance facilities set up. The fact that fighters can operate from the ground means I can spam out like 300 cheap fighters with cheap gauss weaponry.

This is also a useful way to avoid unassigned min rank officers - just make sure you set officer priority to the lowest so that the ships you actually want officers on actually get them.

Typo - you mean PWL-INF. 330x PW-INF is 1650 tons, so you'd need a bigger HQ. (Though HQs of under 2000 tons are all the same weight, so you could easily do 398x PW-INF and 1x HQ-2k if you wanted a bit more firepower)

I recreate Police structure.

Police Officers, Police Precincts and moving on the ladder. I also drop a couple of Anti-terrorism units just for the flavor.
