Given that screen resolution appears to be a major issue for laptop users especially and Vista is obnoxious in that it still cuts off the parts that are off-screen, I think I found a decent solution that may work for some.
I used GiMeSpace Desktop Extender (if you want it, it should be easy to find with a simple google search or something) on my 1280x800 screen and allowed vertical scrolling (disabled horizontal, as it was unnecessary). This does not solve the cut-off problem. To solve the cut-off problem, I found a solution.
You must have resize-enabler running (or the resize part I explain later will not work). You can right-click the GiMeSpace Desktop Extender icon on the taskbar and click on "Set window size". Set it above the minimum needed resolution, scroll down and victory! You now have access to all buttons. Or at least I did.
I hope this helps other people with laptops that have Vista installed, but that have resolution problems similar to mine. Note also, that it can solve horizontal problems if needed. The only disadvantage is having to set the window size for each window, which I figure may be a problem.
