Function #1512 with no obvious cause

My game has become frozen due to the Function #1512 error box appearing every time I try to advance time.  I've cancelled all fleet orders and combed through the logs and I can't see anything that should trip such an error.  Is there any way to debug my game? This is my first time playing and I've got to 2076 from 2021 and I'd rather not throw it all away.
