Why this Difference?

ok,another stupid Naval question:

the first are Class Design and Second are same ships but SHIPS Design..check ANNUAL FAILURE RATE and pls answer WHY r this ENORMOUS difference.

I noticed this too, I think that the Annual Failure Rate increases as the 'Clock' increases for each ship. So, if you put that ship in for an overhaul you will see the Annual Failure Rate decrease.
