Fighters non-maintaining

My fighters are not maintaining.  They are well below the maintaince limit, orbiting earth (just waiting for the carrier to finish), but they are suffering horrendous problems.  What is going on?

Also, is there some way to rename systems? That would be neato.

Fighters require hangers for maintenance. 

Systems  can be renamed in the System Information screen.

when I hit f9 I get an error 713 - class not registered

I think you have to install msstdfmt.dll, at least that fixed it for me
