Better idea would be for the game to have a special message that pauses the game whenever a commander retires or is killed with no one to replace them.
Then you'd only get a message when your intervention as the player is actually required as opposed to now where you have to actually see if the retired person was assigned to anything the doesn't auto-replace them like Admin Commands, Flag Ships, or Military Academies.
