I have tried to run 1. 12 patch but its very sluggish! Also the 1. 11 coloured events are not colored any more.  Strange indeed!

Did you upgrade a 1.11 save to 1.12 and then attempt to play?
1.12 is not a save compatible patch, also playing such save can result in unintended bugs

Event colours are only saved for that particular campaign. If you start a new one you have to set them again.

Oh yeah I forgot about that. For me new campaign usually means new version so it didn't click.

You need to change your system settings for the game to work correctly, the game takes the settings from Windows, the game doesn't tell Windows to change them.
Once you do that you will need to start a new game (assuming you already started one).
You can change the settings back once you have finished playing.
