Thank you, Droll.  I suppose it affect the 'chances to hit' (the 'fighter combat').  Or is it another stat?

I've been done a bit of research and haven't found something definitive so I'll ask the questions here:

1.  What does it do? What stats does it modify?
2.  Who does it apply it? The carrier commander or the fighter's C. O. /pilot?
